Seven-year-old  <a href=\"http:\/\/poolandpatio.about.com\/b\/2008\/02\/14\/who-is-virginia-graeme-baker-and-why-does-she-have-a-pool-safety-act.htm\"  target=\"_blank\">Virginia Graeme Baker<\/a> lost her life because a spa manufacturer did not ask the question: what could go wrong?  <a href=\"http:\/\/www.poolsafety.gov\/vgb.html\"  target=\"_blank\">The Virginia Graeme Baker Pool and Spa Safety Act<\/a> was signed into law in December of 2007.<\/p>\n<p>If it feels like five years was too long to wait for a regulation  that makes spas and pools less able to hold children underwater \u2013 I   agree. The Act calls for safety interlocks and anti-entrapment screens \u2500  all the things you think would be common sense, but apparently weren\u2019t.  Implementation of the law is <em>still<\/em> being worked out.<\/p>\n<p>But here is the thing \u2013 the pool in the backyard is yours.   You can  assume that designers and manufacturers (and government regulators)  thought of everything, or you can start asking your own questions.<!--more--><\/p>\n<p>At the bottom of this post is the list of questions I consider when  setting up a pool for safe operation. However, It is best when used as a  starting point and an example for your list. As with most things  relating to water safety, there are too many  variables for absolutes.  The hazards that are particular to your own backyard pool or spa are  ones that you alone are going to have to manage. It\u2019s hard and perhaps  even stressful work, but I promise it will make your family safer.<\/p>\n<h3>Risk Management 101<\/h3>\n<p><strong>Sit down and look at your backyard and start thinking: what could go wrong here? <\/strong>Think  about everything that your kids might get into and start making a list  of answers. It doesn\u2019t matter how unlikely the hazard might be \u2013 from  the most obvious risk (teens jumping from the roof into the pool \u2013 and  they all think about it) to the most harmless looking trip hazard \u2013 list  everything.<\/p>\n<div id=\"attachment_41691\" style=\"width: 392px\" class=\"wp-caption aligncenter\"><a target=\"_blank\" href=\"http:\/\/www.clarksvilleonline.com\/wp-content\/uploads\/2010\/07\/fig_AN-11.jpg\"  class=\"thickbox no_icon\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-41691\" class=\"size-full wp-image-41691\" title=\"Risk Assessment 101\" src=\"http:\/\/www.clarksvilleonline.com\/wp-content\/uploads\/2010\/07\/fig_AN-11.jpg\" alt=\"Risk Assessment 101\" width=\"382\" height=\"199\" \/><\/a><p id=\"caption-attachment-41691\" class=\"wp-caption-text\">Risk Assessment 101<\/p><\/div>\n<p>Once you\u2019ve come up with your list of answer to the \u201cwhat could go  wrong\u201d questions \u2013 apply the following to help you decide what to do  about them.<\/p>\n<p><strong>Note:  These next steps are vital.  Please stay with me and do the work.<\/strong><\/p>\n<p>There are many formalized models of risk assessment, but at their core they are based on the following principle:<\/p>\n<ol>\n<li>Given a particular hazard, determine the probability of occurrence  and weigh it against the potential severity of the outcome.<\/li>\n<li>If the risk is assessed as <em>anything other than low<\/em> \u2013 take steps to lower the probability or potential severity of the hazard.<\/li>\n<\/ol>\n<div id=\"attachment_41692\" style=\"width: 210px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-41692\" class=\"size-thumbnail wp-image-41692 \" title=\"A Pool Safety Net\" src=\"http:\/\/www.clarksvilleonline.com\/wp-content\/uploads\/2010\/07\/safety-net11-200x132.jpg\" alt=\"A Pool Safety Net\" width=\"200\" height=\"132\" \/><p id=\"caption-attachment-41692\" class=\"wp-caption-text\">A Pool Safety Net<\/p><\/div>\n<p>Applying that model to pool safety, it looks like this:<\/p>\n<ul>\n<li>The <strong>probability<\/strong> of a child slipping and falling on wet concrete is moderate or <strong>\u201coccasional\u201d <\/strong>&#8211; bare feet are slippery when wet.<\/li>\n<li>The <strong>severity<\/strong> of that occurrence  could be anything from moderate to <strong>\u201ccatastrophic\u201d <\/strong>&#8211; they may just bruise their pride or they may hit skull-first on the concrete and fall \u2013 unconscious \u2013 into deep water.<\/li>\n<\/ul>\n<p>So the risk assessment for slip and fall is pretty high, isn\u2019t it?   As parents we can mitigate that risk in one of two ways: lower the  severity or lower the probability.  Lowering the severity in this case  would be difficult, so we lower the probability by building pool decks  that are slip resistant and implementing a <strong>\u201cNO RUNNING\u201d<\/strong> rule at our pool.  The non-slip deck is a design control, and the \u201cno  running\u201d is a behavioral control.  Slip and fall risk mitigated \u2013 check.<\/p>\n<p>All of this may seem like a little too much explanation for what most  of us call \u201ccommon sense,\u201d   except that it obviously isn\u2019t.  Common  sense was screaming at the manufacturers of hot tubs that single suction  drains at the bottom of the tubs were dangerous.  They missed it; not  because they were bad people who didn\u2019t care, but because they never  asked the question and considered it.<\/p>\n<p>Repeat the process for all the hazards on your own list and your backyard will be a much safer place.<\/p>\n<p>List of things I consider when looking at backyard pool safety: <a href=\"http:\/\/bit.ly\/a8hVNn\"  target=\"_blank\">Click for the downloadable PDF<\/a>.<\/p>\n<p>\u2026and don\u2019t miss the videos from the <a target=\"_blank\" href=\"http:\/\/www.youtube.com\/poolsafely\" >Pool Safely<\/a> campaign.<\/p>\n<h3>The Pool Safely Campaign<\/h3>\n<p>The Consumer Product Safety Commission, as part of there PoolSafely  initiative, has just released a series of excellent videos on YouTube.
